(WSVN) – Trooper, the 5-year-old bull terrier who was found tied to a fence in suburban Tampa just before Hurricane Milton made landfall, captured the hearts of many. His story made national headlines, and now his story is influencing new legislation.

Florida Highway Patrol troopers rescued him in October while he was standing in high water.

Now, state Rep. Joel Rudman wants to automatically make animal abandonment during a state of emergency a third-degree felony.

That doesn’t always happen in animal abuse cases.

Parliament will officially open on March 4th.

Trooper then found a forever home and was adopted by a family in Parkland.
