The arrest of a condo association president in Aventura, Florida, has raised significant concerns regarding financial activities within the building. This incident has led to ongoing inquiries following the receipt of documents by 7Investigates.

The Arrest of Gregori Arzumanov

Gregori Arzumanov, president of the Turnberry on the Green condominium association since 2008, faces serious criminal charges. Miami-Dade State Attorney Katherine Fernandez Rundle noted, “It turns out there was trouble in paradise,” highlighting the unusual circumstances surrounding his detention.

Local resident Thais Penezri expressed relief following the arrest, saying, “What I can tell you is that we were living a daily nightmare. I can say it’s a historical day. We’re very happy!”

Allegations Details

The Aventura Police have described Arzumanov’s actions as a complete takeover of the association’s assets. Chief Michael Bentolila remarked, “He took over not just the building, but all, everything going on around the building.” Prosecutors allege that Arzumanov misappropriated over $1.5 million from the condo association, diverting funds for personal purchases, including food, artwork, and even airplane fuel for flight lessons.

The $15,000 Check and Legal Representation

A key piece of evidence in the investigation is a $15,000 check issued by the condominium association to the Miami law firm Rabin & Lopez, P.A. This payment was made to represent Arzumanov during the investigation preceding his arrest. Attorney Sam Rabin has clarified that this payment did not pertain to Arzumanov’s defense in the criminal case, stating, “The $15,000 payment was made during the course of an investigation, the details of which were unknown at the time.”

Attorney Rabin further asserted, “I have not taken a penny from the building since his arrest,” indicating that all fees related to Arzumanov’s defense are being covered personally by him.

Questions Regarding Board Authority

Legal expert David Haber addressed potential concerns about the check, noting that the board had the right to engage an attorney for inquiries into the president’s actions. He stated, “The board would have the right to hire an attorney for an investigation into its president. Is it legal? Yes. Was it probably a good idea? Probably not.”

Rabin acknowledged that the check had been signed by both Arzumanov and a former board member, reinforcing the need for accountability in the board’s decision-making process. He added, “If it turns out that check was somehow given improperly, I’ll refund the money.”

Current Legal Standing and Next Steps

As of now, Arzumanov remains incarcerated with a bond set at $350,000. His attorney has argued for a bond reduction, insisting that Arzumanov is not a flight risk. However, the judge maintained the bond amount, stating, “There’s nothing that you’ve said to me today that convinces me that there’s a reason for me to reduce the bond.” A hearing is scheduled for Friday to discuss whether the funds used to post the bond were allegedly illicitly obtained.
