Concerns Over Florida’s PACE Program Spark Legislative Action
The Florida PACE program, intended to assist residents in funding home improvement projects, has come under scrutiny due to ongoing contractor-related issues. As many homeowners voice concerns about their experiences, state leaders are taking steps to enhance oversight of the program.
Homeowner Experiences Raise Alarm
Debra Davis, a homeowner who utilized the program for roof repairs, expressed her initial concerns regarding the contractor assigned to her project. “I didn’t like the way he was interacting with me,” Davis stated. After contacting the PACE program for assistance in changing contractors, she received alarming text messages threatening a lien on her home if she did not comply.
Following media coverage of her situation, PACE removed the contractor from its approved list. However, Davis argues that state intervention should not require public exposure. “Very disappointing because this program sends you people that are trusted,” she expressed.
Widespread Issues Cite Need for Change
Furthermore, Davis is not an isolated case; countless Floridians have reached out to local news outlets with similar grievances regarding PACE contractors. Many residents are questioning the criteria used for contractor selection within the program, with Davis stating, “That’s the problem, there is no criteria.”
Existing Regulations and Legislative Actions
Reports have shown that to qualify for PACE, contractors must only meet basic requirements—being licensed, insured, and passing a financial review. This lax oversight has prompted state Senator Jonathan Martin, who initially learned about PACE-related issues from constituents seeking legal advice, to advocate for legislative reform aimed at improving contractor compliance.
Senator Martin remarked, “There was a lot of room for improvement on the program.” He has since supported the creation of a bill that seeks to establish stricter oversight of contractors involved in the PACE program. “Hopefully the individuals that are the bad apples or the bad contractors either straighten up… or they will be held accountable.” This proposed legislation is anticipated to receive the governor’s signature next month.
Looking Ahead: Enhancing Protection for Homeowners
As the roof on her home is finally repaired, Davis is hopeful that newly proposed measures will provide more robust protections for other Florida homeowners facing similar dilemmas. She emphasizes, “It needs some fine tuning and a little bit more protection for the homeowners.”
The experience has not only been a source of stress for residents like Davis but has also highlighted the urgent need for consumer protection within programs aimed at supporting home improvements across the state. Homeowners are hopeful for a smoother experience in future dealings.
As the PACE program evolves, many in Florida are eager for improvements that guarantee assistance without the complications previously experienced.
